As for Prorail, while I hate their guts with a passion, I fear they're on the ball with this. They're tasked with keeping costs down by the governement, and maintenance. New investments are usually up to the government. In the end the government makes the call about the level of train service they want, and at which price. You can't have the cake and eat it too.
